Acting across a broad spectrum of freehold and leasehold clients, we have valuable and independent perspective of the market, formed over many years. Originally founded in the summer of 1985, a firm of licensed property consultants, DMP Chartered Surveyors as we were then known, was established under David Morgan. Fast forward to 2011, Morgan & Clarke Chartered Surveyors came to fruition. Whilst the name changed, our ethos did not.
We do not accept instructions to advise or act for Pub Companies in either rent review or lease renewal instructions and will never do so. Our independence of thinking and client advice is of paramount importance to us. We act only for small private landlords and extensively for tenants.
That independence is crucial in that we do not take the Pub Cos, ‘landlord’s shilling’, and also act against that same landlord representing the tenant. Unlike many other property specialists in this sector, we will never sacrifice our independence by somehow justifying being in both camps at the same time. Our professional services are solely dedicated to the tenant or small private landlords. Even if we were invited to give a Pub Co independent expert advice, we would decline the instruction because it would be taking their fees. We do not go there.
At Morgan & Clarke, we are steeped in years of experience in representing both tenants and private landlords in Arbitration, Independent Assessment (MRO – third party) and Independent Expert referral (Pubs Independent Rent Review Scheme – PIRRS) together with acting as a fully accredited Expert Witness at County Court, High Court and Lands Tribunal.
Strength of Case Review
We offer Forum of British Pub members a free of charge strength of case review for every potential case that is referred to us.
This service, which is both confidential and without any obligation whatsoever, enables both us and our client to take stock of the current position and offers received. The review takes the form of a ‘desktop’ study of financial and background information. A firm recommendation backed by a reasoned opinion is then issued.
No charge is made for this service and there is no obligation as to any further ongoing relationship.

Morgan & Clarke have many years’ experience in the production of viability studies and advice for Parish, District, Borough and City Councils, many of whom have chosen to rely upon our advice concerning rent review or lease renewal in respect of Council owned public houses and other licensed properties. Direct involvement in planning and viability issues has in recent history linked our expertise with:
- Camden, Tower Hamlets, Wandsworth, Westminster and Bromley Borough Councils.
- Royal Borough of Kensington and Chelsea.
- Stroud District Council.
- Monmouthshire County Council.
- Chelmsford and Oxford City Councils.
- Wolverhampton Borough Council.
Morgan & Clarke also undertake viability advice for communities wishing to purchase often closed local pubs. Successful involvement has been in Devon, Gloucestershire, Worcestershire, Somerset and Oxfordshire.
Practical Licensed Property Involvement
Director Simon Clarke has for many years run the long lease of the Eagle Ale House in Battersea together with his business partner with great acclaim.
One of his fellow Directors David Morgan returned to hands on ownership with the purchase in November 2021 of the White Hart public house, in Yetminster, Dorset. This is in addition to having previously operated and owned other public houses. As Chartered Surveyors specialising in licensed and leisure property, it does give both Simon and David an invaluable ‘hands on’ understanding and appreciation of the on-licensed trade.
